Managing a project following a more traditional methodology consists of the customer providing the project and awarding a contract to professional service firms to design the plans and specifications. In a second step, and following a bidding process (public or by invitation), the customer awards a contract to a general contractor to complete the work. The fixed budget cannot be modified without addenda being issued by the team of professionals. In traditional project management, the contractor has full responsibility to oversee the work, the suppliers and subcontractors as well as the deadlines and the budget.
